I'm really worried about Louie...we already know he has stenotic nares but can't have surgery till his Mange is gone along with his neuter surgery however he seems worse and will gasp for breath through his mouth and he can't seem to get comfortable sometimes. Anyone else ever experience this?

I have no experience with this, but can understand your concern watching him have trouble breathing. I would keep the little guy in out of the cold!

I will keep him in its supposed to feel like -40 tomorrow!!! I also wanted to ask how would you know if he had an elongated soft palate and does that make it harder for him to breath?

Yes, breathing heavy and lots of hacking.... Vet needs to look at it to determine extent
