It is starting to flake

I would take him to the vet for a skin scrape, most likely is mange -- very common in puppies due to weaken immune system, it is just mites. All dogs have them but a good immune system keeps them under control.

If Yoda is very itchy there could be a staph bacterial infection as well as the possible mange infection. I would wash the dog with a chlorhexidine shampoo or use a chlorhexidine/ketoconazole shampoo if you already have that at home. The chlorhexidine will help kill staph. If it is demodex mites (mange) the treatment of choice these days is monthly Nexgard, which will also prevent ticks and fleas on your guy.
