Strange question. We have a 14 week old puppy who constantly scratches at her collar. We are hoping she will get used to is soon (it's been 2 weeks) yesterday we were playing fetch and the collar was distracting her so I removed it. As soon as I did she went bonkers, jumping and trying to nip our pant legs and having a full out puppy fit. I put her collar back on and she settled down again, still playful but gets distracted by her collar. I remove her collar and she goes nuts again. The collar is just a thin nylon collar from Petsmart. Is this normal?
 
Jax only wears his collar when he is outside. But he never scratches at it. Perhaps she just needs to get used it. Make sure it is not too tight. You should be able to comfortably fit two fingers underneath it.

It's plenty loose, it's more the freak outs when she's not wearing it is what is concerning.
 
Maybe she feels like she is constricted while wearing it? Any time I have put a shirt or something on Jax he freezes and will not move. But as soon as it is taken off, he is back to normal.
 
If you are just at home and not leaving... I would leave her 'naked'.... as Citty stated, whenever I put anything on Cheli, he will just sit and 'freeze' like he is afraid to move... take the garment off... all heck breaks loose.
