Puppy seems to have abnormally large vagina

My 5 month old Frenchie girl seems to have a very large sticky out clitoris - people mistake her for a boy as it looks like testicles! It doesn't "hang down" but is large and does stick out a bit! Not sure how to add a photo to this on my phone but wondered if it's normal? And whether it would pose any health issues for her? Vet didn't mention anything when she was checked up when we first got her but she was teeny tiny then so it didn't look so big!

Has it always been like that?
She could be in heat or get close to her heat cycle. When a bitch is close to heat/during heat the vagina swells up and appears to 'stick out'.

Even though 5 months seems a little young for the first heat cycle it might still be a possibility.

Does she have any discharge? Could be her heat cycle. If not, I would let a vet check her.

It does sound like she's in heat even though she's only 5 months old.
