17 weeks old and growling at strangers

Our frenchie is 17 weeks old, we have socialised her since the day we got her, she's absolutely amazing with us and family
And friends that she's met before, however over the last few weeks she's started to growl at strangers who come over to stroke her and does the exact same thing to dogs who approach her who she hasn't met before.( children she hasn't ever done this to and is always excited ) Being a puppy she gets a lot of attention while we are out and about. She doesn't always do it but more often than not. I can tell she's very nervous and trying to protect herself. Like I said if it's family or friends or anyone she's met before she's so happy and excited. I could stand and have a conversation with a stranger and if they ignore her she's fine it's when they go to touch her. I'm not sure how to nip this in the bud. Any tips on how I can teach her not to fear strangers. Thanks.
 
How do they approach her? Normally humans come in face first and reach for the top of a dogs head.... most dogs HATE that approach and it is considered rude in dog language.
have treats with you and ask the human to let Beau siniff their hand before they pet her... then once she is done 'inspecting them'... they can give the treat and pet her on the side, under chin or back, but no on top of her head. see if that works
