cooling vest suggestions

I have done quite a bit of research on the cooling vest for my Isabell. I really like the look of the Ruff Wear Swamp Cooler but have read that it is only good in dry, hot areas. We live in eastern NC were humidity is horrible. I keep her really cool in the ac but even early morning walks can be tough. I have read that "phase change" materials are the best. She currently weights 20 lbs at 11 months. Any thoughts or suggestions would be greatly appreciated!
 
I live in a SC where it's as humid as it is hot in the Summer. What I'm planning on doing when I get my Twiggy is just taking her out long enough to go potty and straight back in. I wouldn't use any kind of cooling jacket with the humidity we have. Just quick walk out, always cool water available and she should be just fine. :)

When it's really hot here (yes it does get hot in Canada :D) I walk them early in the morning and then later on at night when it's not as hot. I bring lots of water on the walks as Wally likes to drink quite a bit when it's warm.

We do the same...early am walks and sunset evening walks. We avoid the heat of the day.
