Marking due to her brother (our cat)

Hi all! I'm new to the forum and excited to begin collaborating!

My 2 year old frenchie Louise has been a marker since she was a tiny puppy. Mainly on absorbent things rugs, couches, dog beds that weren't in her kennel, etc. I have researched and researched to try to figure out the issue and I was thinking it was due to anxiety. E.g. If I am leaving town for a couple days and she sees the suitcase or if we have visitors over.

My couches have had their share of urine neutralizer poured on them. I have resorted to taking her around with me on leash in the house, or having her stay in an enclosed pen when I can't watch her.

What I have now come to realize is that it appears her marking may be connected to our cat. They play and have sort of a tease, chase, hide relationship. Definitely lacks trust. Last night the cat was laying near Louise and I got up to get something and gave the cat a love pat when leaving the room. When I got back a min later I noticed Louise had marked on the couch.

Has anyone had this type of issue? Really would like advice on how to make this marking challenge go away.
