My Frenchie has bloody diarrhea and is bloated

My 7 year old Frenchie has bloody diarrhea (small amount). He is retaining fluid and has has 2 abdominocentesis performed. The vet thinks it's right side heart failure but he does not cough. I'm wondering if it's inflammatory bowel disease. Has anyone had any experience with these issues with their dog?

No experience with this but it does sound like heart failure, but I would get another opinion from a different vet.

Thank you. He's seen 2 different vets in the same practice. I will take him to a different vet.
