Puppy with bumps on back and scratches face and watery eyes

Hi everyone I have had my frenchie girl for a month and I noticed she would get bumps on her back and scratch her face lick her paws here and there also eyes would get watery
She scootes on the ground also
She’s 4 months old and I feed her victor hi pro plus
Any help is appreciated thanks

Many issues.... could be the protein in the food, if chicken switch to turkey or duck. Also, with scooting, I’d have her poo tested for parasites

Scooting can also be tail pocket or anal gland issue.
